A variety of federal and state incentives, including SRECs, led to a substantial build-out of solar in Pennsylvania. However, unlike many neighboring REC markets, Pennsylvania maintains a relatively small solar carve-out of just 0.5% within its RPS. This modest requirement keeps demand for Solar RECs comparatively low. Additionally, the state's SREC program originally allowed out-of-state solar generators to participate, which greatly expanded available supply of SRECs. In 2017, the state updated its eligibility rules so that only Pennsylvania-sited systems could qualify for new SREC registrations and existing out-of-state solar registrations were moved to Tier-I RECs. Even with these changes, SREC supply has remained high relative to the small solar carve-out requirement.

In addition to SRECs, Pennsylvania solar systems may generate PA Tier-I RECs which can be used to meet the state’s broader (non-solar specific) Renewable Portfolio Standard (RPS) requirements (or also referred to as the Alternative Energy Portfolio Standard). Because Tier-I RECs can be created from a wide range of renewable resources across the entire PJM territory, many out-of-state solar systems participate in the program.

Solar Requirement

The SREC requirement reached its maximum of 0.5% of total electricity generated in 2021.

The Tier-I RPS requirement is fixed at 8%.

Meter Readings

Facilities less than 15 kW DC capacity can report using net metering with their utility. Grandfathered systems that registered prior to 2017 may be permitted to estimate their energy production. Larger solar systems (>15kW) are required to have revenue grade meters.

Eligibility Start Date

The eligibility start date of a system is based on the month of application to the PennAEPS. Facilities on estimates will earn credit beginning with the first full month following application submission to the PennAEPS.

SACP

The PA SACP is 200% of the average SREC (solar AEC) price paid by power providers in that year. The Solar Alternative Compliance Payment (SACP) is the penalty price that electricity suppliers must pay per SREC if they fail to file the required number of SRECs by the end of each compliance period.

The ACP for the RPS requirement is fixed at $45.

SREC Useful Life

PA SRECs have a 3 year useful life (i.e. the year they are generated and the following two years).
