Illinois has established strong renewable energy standards; however, rather than operating a dynamic REC marketplace, the state administers REC procurement through the Adjustable Block Program (also known as Illinois Shines). This program provides 15-year REC contracts at predetermined, block-based prices. The program offers provides up-front, predictable revenue for system owners while specific REC pricing varies by block, system size, and project category.

Due to the extensive administrative requirements of Illinois Shine, Xpansiv only serves this market for existing customers and is no longer supporting new registrations in the program. Xpansiv can offer services for Illinois-sited solar systems in PJM territory to participate in the Pennsylvania Tier-I REC market or the Virginia REC market.
