Minnesota's Renewable Portfolio Standard (RPS) includes a requirement for utilities to supply 1.5% of their total retail electricity sales from solar by 2020, and a statewide goal of 10% of retail electric sales to be supplied from solar by 2030. Utilities provide direct incentives in exchange for long-term REC agreements for customers, therefore there is not a viable SREC market in the state.
