New Mexico's renewable portfolio standard calls for 100% renewable energy generation by 2040 for Investor-owned utilities and 100% for Coops by 2050. Investor-Owned Utilities and Co-ops are required to retire RECs to meet RPS requirements but have implemented direct buy-back programs to achieve the requirements. Additionally, the current RPS does not include a solar-carve out or an Alternative Compliance Payment schedule. For these reasons, therefore there is not an open SREC market in the state..
