North Carolina accepts SREC registrations from facilities sited in all 50 states, creating an oversupply and essentially functioning like a voluntary market. Additionally, the state transitioned from its RPS requirements to Clean Energy and Energy Efficiency Portfolio Standard (CEPS) in 2023, which further eroded support for solar RECs by allowing a wider range of energy sources to qualify for compliance, including nuclear and large hydro projects. These policies virtually guarantees that the local SREC program will be oversupplied as long as the market exists.
However, a small part of North Carolina-sited solar systems are in PJM Territory and qualify to participate in the more profitable and dynamic Pennsylvania Tier-I REC market and the Virginia REC Market.
